Dark theme preference ignored

Looks like it's ignoring the dark theme preference: I had to remove the if in shellPanel.js:179 in order to apply the desired styling.

1. Edit brackets.json (Debug > Open Preferences File)
2. Find hdy.brackets-shell.dark > change to true
3. Save all unsaved files
4. F5 (Debug > Reload with extensions)

Works for me on all dark themes
