The referenced documentation does not load

Steps To Reproduce

2. Scroll down to the "Introduction" section
3. Find the link "draft 2019-09" in the description text
4. Click on the "draft 2019-09" link
5. Observe the page behavior

Expected Behavior

• Clicking on the "draft 2019-09" link should navigate to the correct documentation page
