Add checks for docker and apt

This task focuses on expanding the supported AMI type. Currently, the AMI has to be rhel (yum) based and already have docker installed. 

This task should have checks on both and perform alternative actions to expand support to Debian based distributions and any of those apt/yum distros even without docker.
