ping shows as higher on one character than another

ping plugin on my main shows 32-34ms, while my alt shows what my ping should be (21-23 ms). everything i've tested/checked in command prompt and resource monitor show my usual ping of 21-23, not sure what's going on with my main character! no vpn used. when i log into my main, it is at 21-23 for a brief moment, then it goes back up.
