• The label workflow (.github/workflows/label.yaml, line 100) uses new RegExp(^\s*/(?:remove-)?${command}\s+(.+)$, 'gm') to match /kind commands in the body, but does NOT strip HTML comments first
• PR self-development: Use GPT-5.4 for triage #605 confirms the bug: it has kind/bug, kind/feature, kind/docs, and kind/cleanup labels all applied from the commented-out template text, even though the author only wrote /kind cleanup outside the comment block
• No merged PRs or recent commits address this issue

Recommendation: KEEP OPEN — The fix should strip <!-- ... --> blocks from the body string before running the label-command regex. This is a targeted change in the "Apply labels" step of the workflow.
