When WiFi radio fails to probe Infix replaces it with a dummy interface

In lieu of proper "tree pruning" support in `dagger`, the wifi interface setup scripts inject a `dummy` interface in the system when the (usb) radio fails to probe at boot.

This protects the system from failing to load `startup-config`, but is not the cleanest solution.
