bug(windows): capslock indicator switched off the first time a keyman keyboard is selected

This only happens the first time a Keyman keyboard is selected when in a Windows application and the capslock key is on, selecting a Keyman keyboard turns the indicator off. Every time after this the Capslock indicator stays on.

Starting app

Switching CapsLock key on

Then just selecting keyboard CapsLock (i.e. without pressing any other key)
Result: CapsLock key has moved to off unexpectedly. --> failed

Starting app

Switching CapsLock key on

Then just selecting keyboard CapsLock (i.e. without pressing any key) --> switches off CapsLock as before

again switching CapsLock key on (i.e. now with current keyboard is CapsLock)

select keyboard ENG US (CapsLock key keeps on)

select keyboard CapsLock --> CapsLock remains on
