Fix this error

Probably caused by an invalid postcode returning an invalid result from the lat/long lookup, and so the countyelectoral key is not present

The odd thing about this one is that "administrative" IS defined...

I'm not sure what to do about this one - throw an error? I don't know where it would go... perhaps this isn't one for me.
