While adding the interactor to a non-interactive problem polygon raises a respective error, and polygon-cli doesn't mark the file as added.
However, the file itself IS added to polygon, and when you mark the problem as interactive and try to upload the interactor once again it cannot be done as the file already exists in polygon.
