all services crashed again

possible cause might be the oracle vm restarting

that would explain why some of the services are restarting because they have some configurations that tells them to reboot when killed while all of our containers are killed.

Possible solutions

• restart all containers on reboot
• do scheduled reboots so oracle doesn't force reboot us (assuming that this theory is true, it could be some other issue)

@Zanzigzan if you have access to internet it would be helpful if you could take a look, otherwise i may be able to look at it... after the 17th

Confirmed that pressing the "reboot" button in oracle cloud kills all of our services but keeps all of the other services alive

some insight:
I believe this is because there was no restart policy assigned to some containers, which means if dockerd goes down, those services aren't restarted, while the services that stay alive have a restart policy applied

however i am unsure why dockerd is restarting
regardless this should be fixed now if this is true
