[DOCS] Create Github Page for the documentation

What Docs changes are you proposing?

The proposal is to migrate from the README.md to Github pages in order to get a better organization of the docs and better good-looking.

This could be done in Astro inside a folder documentation. So each change it would require a documentation change in order to deploy everything at the same time.

In order to do this we have the following references:
