Customizable option for panel in linux mint cinnamon

It will be nice feature if Linux mint cinnamon have customizable panel like

1. Option for changing color of the panel
2. Option for adjusting transparency of the panel
3. Automatically change the color of the panel to dark color when a application is open else case it remain transparent

Yes, this should be a feature! 1 and 2 are already in MATE. 3 is what I was looking for in MATE too, I achieved this with autohide but not letting the panel 'hide' again (so the window titlebar gives a dark background to the transparent panel). Cinnamon as the 'full-featured' DE should have these 3 points out of the box.
