LIPs do not immediately appear in Create a Poll

Describe the bug

LIPs that are created in Github do not immediately appear in Create a Poll on the Explorer Governance page. They only appear after the site is redeployed.

To Reproduce

1. Create an LIP on GitHub: https://github.com/livepeer/LIPs/tree/master/LIPs
2. Look for the LIP on the Create a Poll page: https://explorer.livepeer.org/voting/create-poll
3. It likely won't be there until the main branch is redeployed

Expected behavior

LIPs should almost immediately appear on the Create a Poll page. There should maybe be some cache, but not a long one.
