Allow recorder to be started before dependencies are running

Currently the recorder will refuse to start up if Tekken (or OBS Studio if enabled) is not running, simply giving an information to the user. Instead, it would be nice if the recorder stays active and polls e.g. running processes to see if its dependencies are met.
