Azure Health Data Services deployment fails with provider errors and app role member script issues #4844
Description
Azure Health Data Services workspace service deployments are failing due to:
- AzureRM provider compatibility issues - The current provider version (3.117.0) has bugs affecting FHIR and DICOM service provisioning
- App role member script failures - The get_app_role_members.sh script using Graph API queries is unreliable and fails intermittently
- Missing workspace group parameters - The template doesn't receive workspace group IDs for proper RBAC assignment
