Add ability to rotate usnconeboxax2aos.cloud.onebox.dynamics.com self-signed SSL certificate

When the certificate expires, we can no longer talk to the scale unit's IIS using it.

Currently, it's a hassle to generate a new one.

Suspected steps to complete:

1. Delete existing expired cert from Cert:\LocalMachine\My and Cert:\LocalMachine\Root.
2. Create new certificate with the same subject name.
3. IIS picks up the new certificate? (Maybe not, may need to reconfigure IIS's scale unit entry's bindings).
