Steps to reproduce the bug

Start windows sandbox with the following wsb file:

<Configuration>
  <VGpu>Disable</VGpu>
</Configuration>

Open device manager (devmgmt.msc) inside the sandbox

The host system will bluescreen with something around bindflt.sys

Expected result

Device manager opening in the sandbox

Actual result

The host system will bluescreen with something around bindflt.sys
