Having the same problem here.
I am using cordova 7.0.0 on both windows and mac, cordova ios version is 4.4.0 and xcode version is 8.3.3. VS version is 2017.
I have been searching around everywhere and still have no clue.

I resolved this issue in the end by accepting the licence agreement in xcode in terminal.
sudo xcodebuild -license
Just type agree : D

Please make sure you able to run xcodebuild in the terminal. If no, for sure RemoteBuild unable to call it.

For my scenario, it was I put xcode in Downloads folder instead of Application folder.
