Ultimately the criteria in the acceptance_criteria.md file more appropriately belong in the actual skill rather than as a separate resource.

As a separate resource, there is no guarantee that the LLM will load this resource, and if it's not loaded, it doesn't provide any value to the skill.

And if the information in the acceptance_criteria.md file are relevant to the skill, then it should be present in the skill itself.
