Error in virtualenv creation causes tree to be outdated

Testing #457

1. Create a new environment in the multiroot repo, picking one of the workspaces
2. There'll be a failure when it goes to install dependencies since hatchling tries to look for a readme.md, that's fine
3. 🐛 the virtualenv is created but not shown in the environment managers/Python projects view until you manually refresh them

This doesn't repro for me anymore. My current test setup is a multi-root workspace in vscode. From a Python file in one of the workspace folders, I create an environment from the status bar. The package installation did fail due to the readme not exist, but the newly created environment is refreshed in both the Python Projects and Environment Manager views right away
