Chat: Plan Mode immediately starts implementation when in Autopilot mode

1. Switch to autopilot
2. Switch to Plan mode
3. Ask it to do something

🐛 It will automatically send a Start Implementation

I understand why... but I don't think it's a good reason. If the user goes out of their way to choose Plan mode, Autopilot should really on autonomously make decisions one the implementation has started. It's very likely the user will still want to review the plan.

@joaomoreno i also think that copilot answering its own questions in autopilot plan mode is not the way to go, those questions are intended to give the user the possibility to influence the plan

I think switching to Plan mode should disable autopilot, since it's very easy to re-enable it when starting implementation (there's a button for that)

hmmm this was a concious decision - the idea is that if you're in autopilot, it will automatically hand off since it wants to do work end to end.

for context, CLI autopilot i believe can switch modes in the turn.

open to some discussion about this tho.

oh, okay then. I trust your user research, but at least I -- a sample of 1 -- was expecting plan mode to stop for me to answer the questions if any, even when autopilot was enabled for the previous requests.
