[Feature]: Resolve and print tool paths with `tool` command

Not sure how useful this would be, but copilot seemed to think it could have its uses. This popped up after agent was having difficulty resolving mt.exe while I was testing sparse packaging.

@nmetulev I had an agent mock the sparse packaging flow and verify results - it ran mt.exe manually as part of the verification step. Don't know how often this would pop up, but thought maybe generalizing being able to locate any tool used by the CLI could be helpful to agents.
