support airspace awareness for handoffs for overflights

This may be taken care of directly by implementing fix pairs, but in the meantime the airspace awareness code expects EntryFix, ExitFix, and RequestedAltitude in flight plans to be available to do its thing; those aren't initialized for overflights.
