as it is right now, one person hears one thing, the other person doesn't. doesn't sync and sometimes a transmission is missed which turns into a mess if observing. i can try to get a log if needed.

There are a few issues to fix here, including:

• assumptions in the code that is one user per TCW
• readbacks need some replumbing since they otherwise only go to the issuing controller

This is all further complicated (somewhat) by the fact that clients decide when to allow the server to provide them with unsolicited transmissions.
