Make FMI-LS-STRUCT compatible with ssv-files

Note that I am just familiarizing myself with the status, but if this is to be a coordinated layered standard, ls-struct has to work with ssv files if used in ssps. This is just a placeholder to look into that issue. This might sit for a while depending on issues on the SSP-side as well.

@hubertus65 : from the FMI side we would be ready for a release candidate. How do you see the the need for coordination in MAP-COORD? Which MA Standards would be involved? Should we delay the creation a release candidate?

My vision for this whole MAP-CCORD project is that we can bring artifacts such as ssv files, and FMI-LS-STRUCT compatible parameterizations unchanged all the way from Modelica via FMI to SSP. This would be such a bonus if you try to establish traceability. If the data-format changes from Modelica to FMI to SSP, you have to do some level of validation that the data really is the same and means the same on all three levels. If the data is essentially untouched, that would be less work.

That said: I am fine to sue a crawl-walk-run approach for this, and for FMI-LS-STRUCT, I think not much, maybe nothing needs to be changed if preconditions, such as terminals, get adopted later by by SSP.

Pierre: from the SSP point of view, we would not recommend to postpone FMI-LS-STRUCT until we have terminals in perhaps about 1/2 year. In SSP we will make the support possible.

Klaus: I would suggest to release it soon.

Masoud: I would need some FMUs to test it.

Elmir: The standards reads well. It would be good to see practical examples.

Klaus: We get e.g. DCM files with Look-up tables, and users want to use the look-up tables. We created an annotation for this, the user could just select a DCM file.
