[Task]: Don't automatically apply scanner actions to enterprise add-on versions

Part of Enterprise Add-ons project.

Follow-up for #14849

We should run scanners on "Enterprise" versions as normal (recording matches etc), but workflow actions and policy enforcement should not be applied.

Acceptance Criteria

• scanners run on enterprise versions without applying actions

Note that this is a "Could Have", the more important "Must Have" is "Control which scanners and rules run on enterprise versions".

Actually, I am not sure we should do this. The control which rules to run in the first place gives us better control. Most rules won't run against enterprise versions, but if we need an enterprise rule, we can create one specifically for enterprise and then attach the action we want for that, instead of always doing nothing.

I filed #16299 for "Control which scanners and rules run on enterprise versions" (the existing functionality won't be enough since it forces a choice between all of the channels or a single one - we'll need to be able to select any combination of 2 channels as well).
