deal with the rate limiting like matomo does

So Matomo works around the rate limits that block us from generating a full change log between major releases, from what I get. Perhaps we can adopt this.

I still think it's not the best idea to assume ever pr/issue title is suitable for a changelog line. Some are follow ups/cleanups in the same release, they should not be put onto the list.
