Add support for CLI arguments to settings app to set initial page

Need to be able to start settings app and have it open to a specific settings page. Mostly for when you select "Panel settings" from the panel context menu, or "Desktop settings" from the desktop context menu.

Related to #25 since they both need the settings pages tagged with name/category etc.
