Check if firewall has been turned off when starting HookLogger, HookMatrix, CutterStation

Tell each application to check if the firewall has been turned off. If on, have the app turn the firewall off. Windows really likes to turn the firewall on, so this has been an issue in the past. Symptoms of a firewall problem include being able to ping the IP addresses from different applications, but not being able to get the applications themselves to communicate.
