Need to add TC Open Repos to the e-cla records in SearchDirectory

Currently no way to look up e-clas for TC Open Repos at https://community.oasis-open.org/s/searchdirectory?id=a233l0000038IIo. Also not sure we have a way to capture them in SF. Any links that appear to address that go to legacy links and are broken.

Addition: there is currently no way to provide an e-cla for open repositories. the existing e-cla form only works for open projects. This needs to be addressed quickly.
