Search in Skills section is not working

Description

The search functionality in the Skills section of the UI is not working. Typing in the search field does not filter or return any results.

Steps to Reproduce

1. Open the voice dashboard
2. Navigate to the Skills section
3. Type a query in the search input
4. No filtering occurs — skills list remains unchanged or shows no results

Expected Behavior

The skills list should filter in real-time as the user types, matching against skill names, descriptions, or tags.
