Can OpenBroadcaster be used to schedule radio content that coming from two or more Barix Box streams and content that is stored on the hard drive?

Presently there is support in the scheduler for a source called "Line In" on the local playout box. You enable this in the player manager on the server so it adds to capability to the scheduler. I know a station that uses this to switch to play a 5 minute sat news segment from line in at the top of every hour. Issue with accepting live incoming streams. What happens if there is silence, where and for how long to play media and when would the server would then the missing audio is present (polling).
