[Dependent Resources] Don't update the resource spec if has an other owner reference with controller true

If a dependent resource updates a resoure based on desired it adds owner reference with controller flag set to true.
There might be the case that there is already a resource exists with owner reference where controller is true, in this case we shoul not update the spec of the resource since it is managed by an other controller.
