OrcaControlPanel rework

There are some problems with the OrcaControlPanel.

• Minimizing and maximizing does not work.
• The Orca is compiling message morph has the wrong parent.
• same for the moving circle. For me, it is always displayed out of the window.
• executing the tests changes the values stored.

first step: the 'compiling message morph has now the right parent at the right time: it always had the right parent, but its position was set to early.
