Create Dashboard Pages: Home and Team

Description

This is the parent issue to track the development of the two current dashboard pages. The goal is to transition from the design phase to functional web pages. These pages must be built with future scalability in mind as we will continue to expand our dashboard as we progress through the semester.

• Home Page: Org-wide statistics
• Team Page: Specific repository and user statistics

Steps to Reproduce

1. Initialize page components within the project structure
2. Implement layout based on the design mockups in the docs folder
3. Connect components to data source (currently test_data.json but will change as issue Automation of Data Collection #92 is completed)
4. Review and create PR (with PR template)

Expected Behavior

A fully navigable dashboard where users can toggle between a high-level organizational view and a granular team-specific view.
