Integrate Webauth SSO into UI

Sections of data need to be restricted by ACLs and should be often related to SSO credentials. May need to investigate the Weblearn model of Oxford and Non-Oxford authentication as contributors can often be from outside of our SSO system.

Initial WebAuth done now. However it has caused one casualty - Uploadify doesn't work via mod_webauth due to issues with not sending the browser session id in the post headers.

Still to do, integrate SSO with Django User accounts, and also to separate out some aspects that can be public and those that need to be kept to Oxford Only.
