Namespace http://www.w3.org/XML/1998/namespace does not end with a separator.

The webpage behind the given url provides a description of the namespace http://www.w3.org/XML/1998/namespace and does NOT use a separator.

I tested both https://www.w3.org/XML/1998/namespace#lang and https://www.w3.org/XML/1998/namespace/lang successfully: the page resolved properly to the term, without error.

We could add # or / so that the check will succeed.

I would also add the third option to leave it as it is and consider this as an error by the linting tool.

The prefix xml is [...] http://www.w3.org/XML/1998/namespace. It MAY, but need not, be declared, and MUST NOT be bound to any other namespace name.

A fourth option might to remove that xml line entirely as it seems to be not required.

By the way, the prefix rdf: is also not used in PaNET_metadata.ttl.

EDIT: sorry, I misread the comment. This comment is not wrong but also not relevant. Yes, rdf: is not used in PaNET_metadata.ttl.

ORIGINAL COMENT:
Both rdf: (rdf:RDF) and xml: (xml:base) are used in the first tree lines of the xml file:

<rdf:RDF xmlns="http://purl.org/pan-science/PaNET/PaNET.owl#"
     xml:base="http://purl.org/pan-science/PaNET/PaNET.owl"

but xml: seems to be optional because it is already part of the xml standard.
