Message: feat!: Upgrade dependencies and add Nox support

Update dependencies to latest versions, including `starlette`, `charset-normalizer`, `coverage`, and `pymdown-extensions`.  Add Nox support for testing on various operating systems (macOS, Windows, Ubuntu) while also adding the Noxfile for execution, and updated poetry.lock file.  Update dev-container workflow to include a nox job.  Added unit test for assembly module for handling Python 3.11 and 3.12.
