Package hardcodes requirements with obsolete versions

This interferes with maintaining current versions of important packages like Plots.

Maybe this package is now "fallow."

What is the version issue? Can you reproduce and isolate what's holding things back?

@lewisl I can't replicate. I did

] activate --temp
] add FloatingTableView
] add Plots@1.35.2

and it worked fine.

Can I see your error?

@lewisl Can you check if this bug still exists? I believe all problems were upstream, and they have been fixed. Moreover, we don't need a version bump on any of the packages because they were updated within compatability bounds.
