Add ancillary services charges to objective function

If there are no resources in the portfolio that provide ancillary services, you must pay CAISO a fee for your portion of system-wide ancillary services. As we add more energy storage to the portfolio, these fees will go away. However, in most of our scenarios we would build enough storage to more than cover this.

• Check what the value of storage would be to our ancillary services costs to see how much storage we would need to zero-out our AS costs
• Implement if it makes sense
