Implement interconnection limit parameter / constraint

Typically, we assume that the interconnection limit for a project is the nameplate capacity of the project (or of the RE portion of the project for hybrids). However, sometimes hybrid projects have oversized or undersized interconnections to take advantage of the attached storage. If we wanted to implement this, we would need to:

• Add a parameter to generation_projects_info.csv that specifies the interconnection limit for a project. This would have to be a ratio of the project nameplate capacity, with a default value of 1.
• Add this parameter to the dispatch_upper_limit constraint
