Demand-Side Resource Enhancements

Currently, demand side resources are not well modeled. To improve their integration into the model, multiple enhancements would be required:

Cost

• Allow DSR to modify our DLAP load cost (either as independent adjustment, or create a variable for net load that includes zonedemand and any dsr adjustments)
• Implement ability to specify a capacity cost

Dispatch: the implementation of how these resources are dispatched and modify load depend on the specific resources available:

• Load shifting: dispatchable if needed, pay per event (or per MWh)
• Load shaping: fixed capacity factor at certain times (e.g. electrification, efficiency), similar to variable generators, but with positive or negative VCFs
• Curtailment: Could be implemented as fixed (single event) or dispatchable (capacity)

Resource Adequacy: DSR are eligible to receive flexible RA capacity

Demand-side resources

• Allow for load shift to have costs
• Allow for multiple demand-side projects, each with capital costs
• Allow for different types of DSR, like efficiency, curtailment, and load shifting
• Improve visualization/reporting of load shift in summary report
• Investigate whether we can access model shadow prices for each hour as a metric to value demand response
