Show notes floating view when running a review

Problem

When running a review command, the notes/comments that Claude adds to the post may not be visible to the user if the floating notes view isn't already open. The user has to manually open it to see the review feedback. Similarly, after a compose task completes, the user should be directed to the notes view to see any notes left during composition.

Proposed solution

• When a review task starts, automatically ensure the notes floating view is visible so the user can see review notes as they're added in real time.
• After a compose task completes, switch to the notes floating view so the user can see any notes left during the composition process.
