Bug: Issue with re-importing media records with updated URL

Re-importing media records from a CSV with updated media URL does not process correctly in FairImage, possibly due to an issue with the import_url_processed column on the import table lacking a not null constraint.

Testing Notes

Create a media_contents record without uploading any actual media, and then attempt to import a CSV containing that record with a URL link to an image. The import should go through without errors and a manifest be generated for the new image.
