Roadmap Phase 7 (docs/roadmap.md) — the open-core boundary; monetization begins where single-node becomes fleet. Tracking epic; break into child issues when the phase starts. See docs/business-model.md.

Scope (from roadmap)

• Centralized policy management across multiple nodes/agents
• RBAC / SSO / SAML
• Approval routing + Slack notifications
• Long-term audit retention & search; compliance/exfil reports (incl. Phase 5 PII/DLP findings)
• packages/enterprise/ under a commercial license (BSL/FSL) — pairs with the licensing issue (Licensing: add a LICENSE file — move core to Apache-2.0 #44)

Priority: p3 — gated on the OSS phases (5–6) and real fleet demand.
Effort: XL — a full product phase; sized here only for tracking.
