Update `SCC_DATA_FRAME` to handle latest schema enumerations

In get_surface_conditioning_category_dict, UNHEATED is an option in AdditionalSurfaceAdjacencyOptions2019ASHRAE901 that does not appear to be handled currently

The schema is using oneOf. This is XOR logic that would cause issue when referencing 'UNHEATED' surface type. I assume all 'UNHEATED' follows the same logic as UNREGULATED? Do you think there would be some logic changes if a surface is labeled as UNHEATED?

Should UNHEATED even exist as an enumeration for adjacent_to? 90.1-2019 only uses the term "unheated" to describe slab on grade but that is not describing a surface adjacency. It seems like this enumeration should be removed instead of us writing logic to handle it.

Discussed that these enumerations should be removed from Enumerations2019ASHRAE901.schema.md once we confirm they are not being used by the ruleset. @weilixu to followup regarding the use of oneOf vs. anyOf throughout the json schema.

From researching after the call, it seems like the validation does apply to each instance, rather than to every instance in a file. So it is more how Jason was describing on the call. However, the issue that was reported previously was likely because 1 or more enums were duplicated across the different subschemas. The oneOf only allows the enumeration to exist in one of the subschemas.

This is resolved. I dont quite remember the conversation on whether we should add these in the processing logic or not. My understanding is, for surface_conditioning_category, we would need to consider those enums and add them to their approriate category. Though most of them would be under UNREGULATED, would you agree on that? @JacksonJ-KC

My understanding was that, because AdditionalSurfaceAdjacencyOptions2019ASHRAE901 are not used by the ruleset, we are planning to remove those from the 901 2019 schema so that we don't need to add processing logic.
