[Feature] Melee/Range toggles #14

Enemies with both a melee and ranged attack should be able to have one or the other disabled.

This could be implemented as the scrapped feature from dumptruckDS/progs_dump_qc#126, where the ratios can be adjusted or set to -1 to disable.

Both modifiers set to -1 should objerror.
