Support interactive configuring of trusted repos

Instead of having to configure trusted repos in pfsc.conf, users should get a prompt in PISE when they open a repo, and their approval is recorded in the GDB.

• They can approve just the repo being opened, but also get a checkbox
  where they can say they trust everything under this host.owner.
