Arbitration of Multi-HWPE

Arbitration of multi-hwpe needs to be handled gracefully. When the HWPEs are muxed before entering HCI this feature is not important as this is a static muxing. But when multiple parallel wide streams enter the HCI, arbiter tree enables the routing, however the priority needs to be handled gracefully. This is a feature needs to be added/verified.

What do you mean by "gracefully"? Right now you have separate QoS for each routing mux? Or how are they driven?

Currently it uses the same control signal to the route mux which is not ideal for QoS.

This needs to be modified with an approach that is scalable to multiple hwpes and needs to be decided. More fields in the control to be added for the multi-hwpe support.
