Docs: remove Program Framework chapter

After a discussion about the Program Frameworks chapter, I propose removing this chapter.

The new place of the pieces will:

turtle → Graphical User Interfaces with Tk

cmd → Command Line Interface Libraries

shlex → Unix Specific Services

If we remove it entirely, https://docs.python.org/3/library/frameworks.html will become a 404.

Looking at the stats, it gets about 500 visits a month, which admittedly isn't much given there's 5 million per month in total.

But, after moving the other pieces into their new place, would it be worth making frameworks.html an orphan page, so it still exists, but isn't linked to from the menus?
